07_The Busy Trap: Why Motion Isn't Progress

The day started with Mr. Dashley running late—again.
He burst through the meeting room door, breathless, clutching his phone and laptop.
"Sorry, sorry! Back-to-back meetings all morning. Absolutely slammed today."
The team barely looked up. This was normal.
Sage sat quietly at the head of the table, observing.
"Dashley," he said calmly, "remind me—what's the status on the supplier consolidation project?"
Dashley's face lit up. "Oh! Yes! Great question. I've had three meetings about it this week. Looped in procurement, operations, and logistics. Everyone's aligned. We're making great progress."
"But what's the status?" Sage repeated.
Dashley blinked. "Well... we're coordinating. Building consensus. Getting everyone on the same page—"
"So... nothing has actually changed?" Rocky interrupted.
The room went quiet.
Dashley shifted uncomfortably. "I wouldn't say nothing. We're actively engaged in the process—"
Sage raised a hand gently. "Dashley, you're confusing motion with action."
"What's the difference?"
Sage paused for while thinking.
He then stood up. "Guys, come along with me. All of us. Let me show you something on the factory floor. Real quick."
The team followed Sage down to the production area. He stopped at Station 2—a cutting operation humming with activity. Three operators were busy processing parts at full speed.
"Look at this," Sage pointed. "Station 2 runs at 100% utilization. Always busy. The supervisor here is proud of it."
Then he walked them twenty meters ahead to Station 4—the heat treatment oven they'd identified as the plant's constraint.
Between Station 2 and Station 4 sat mountains of work-in-process inventory. Bins overflowing with cut parts waiting for heat treatment.
"See that?" Sage gestured at the piles. "Station 2 is producing 150 parts per hour. Station 4—our constraint—can only process 100 parts per hour. So what happens?"
Ms. Pristine answered, "The extra 50 parts per hour pile up?"
"Exactly. Pure waste. But traditional management celebrates Station 2 because they're 'productive.' They're busy. Fully utilized."
Rocky's eyes widened. "Because the constraint can't use the extra parts anyway?"
"Worse than that," Sage said. "All those extra parts tie up cash, take up space, create handling waste, and hide quality problems. And when we need to change the production schedule, we have to work through this inventory first—which slows our response to customers."
They headed back to the meeting room, while Ms Pristine, as usual, kept sanitizing her hands as she walked back (she somehow believes germs are waiting for her everywhere!).
Back to the whiteboard, Sage wrote three words:
THROUGHPUT - INVENTORY - OPERATING EXPENSE
"In Theory of Constraints," Sage explained, "Goldratt teaches us to measure only three things. Throughput—the rate we generate money through sales. Inventory—the money invested in things we intend to sell. And Operating Expense—the money we spend to turn inventory into throughput."
"Notice what's NOT on this list? Utilization rates. Efficiency percentages. Parts produced per hour at non-constraints."
Mr. Deckson looked confused. "But we track all of those—"
"Exactly," Sage interrupted. "And that's the problem. Traditional cost accounting creates the Busy Trap. It tells us to keep everyone busy, maximize utilization, minimize idle time."
He paused, then continued “We even do this with people, not just machines. We track utilization of our maintenance engineers, our fleet drivers, our customer service team. We know they will never be 100% utilized, but we still report this measure in our presentations.
He turned to face them. "But TOC says: an hour lost at the bottleneck is an hour lost for the entire system. An hour saved at a non-bottleneck is a mirage."
Sage pointed toward the factory floor. "Station 2 is a non-bottleneck. When we run it at 100%, we're not adding value. We're adding cost and inventory."
He continued. "Traditional accounting says: keep Station 2 running at maximum efficiency. TOC says: only produce what the constraint can consume. The rest is just motion creating inventory."
Ms. Pristine spoke up. "So what should Station 2 be doing?"
"Running at 67% capacity," Sage said simply. "Produce 100 parts per hour—exactly what Station 4 needs. No more, no less."
Mr. NoNo protested. "But then the operators are idle 33% of the time!"
"Correct," Sage nodded. "And that's perfectly fine. Because being busy at a non-constraint actually HURTS the system."
He walked to the center of the room. "Goldratt called this activating versus utilizing. Activating means keeping resources busy. Utilizing means using resources to increase throughput. Station 2's supervisor is just activating the station—keeps it running. But unless it's producing what the constraint needs, when it needs it, it's not being utilized for throughput."
Rocky jumped in. "So all those meetings about cutting efficiency are just... motion?"
"Pure motion," Sage confirmed. "James Clear calls it this in Atomic Habits: motion allows us to feel like we're making progress without the risk of failure. Action requires us to actually deliver something."
He wrote on the board:
Motion = Busy = Activation Action = Throughput = Utilization
"How many other 'Station 2s' do we have?" Sage asked. "Departments, teams, individuals working hard on things that don't support the constraint?"
Uncomfortable silence.
Mr. Deckson finally spoke. "My engineering team is working on equipment modifications... on non-constraint machines."
Dashley added quietly, "My supplier meetings are about faster delivery for components that pile up before the constraint anyway."
Sage nodded. "Now you're seeing it."
"So here's what I suggest," Sage announced. "This week, identify one area where you're optimizing a non-constraint (or what you believe to be - a possible non-constraint). Ask yourself: 'Does this activity increase Throughput through the real constraint, reduce Inventory, or reduce Operating Expense?' If the answer is no to all three, it's motion, not action."
Rocky raised his hand. "What if we genuinely need to maintain our non-bottleneck equipment and train our people?"
Sage smiled. "Good question. Then it's legitimate Operating Expense—but only do what's needed to support the constraint reliably. Anything beyond that is motion disguised as preparation."
Rocky raised his hand again. Still confused. "But again, what if one of our top priority tasks requires coordination? Just mere coordination. So it’s actually a series of meetings to coordinate. Are all these meetings just … motion?!!"
Sage smiled. "Good question. Then coordination is action—but only if it leads to a decision or deliverable that moves the constraint forward. A meeting where nothing gets decided? That's motion. A meeting that clears a blocker for the constraint? That's action."
As they stood to leave, Dashley approached Sage.
"Sage... this means most of what we do is... motion?"
Sage's eyes gleamed.
"Now you understand why you're always exhausted but never finished."
But Sage just smiled and walked away.
He’s thinking about the team. What happens when the people making decisions... have rarely seen where the real work is being done? Or the real challenges facing their teams? Or maybe have no clue about the real constraints?
Next week, Sage has one simple challenge for the team. Just 30 minutes. No slides. No reports. Just... go look.
Dashley was silently watching Sage. Eager to know what’s going on in this old man’s head.
